If Garland doesn't want to release the report, just have him send it to the White House and have it released under......

..........President Biden's name. Even if there is a court order putting it on hold, Joe can't break the law, right?

As you note, as long as he does this officially, there are no legal constraints on his doing so.

It is against his nature to do something like that.

If he released anything, it would be a brief summary of actions taken with no details.

in a safe place and not tell anyone. Then in two years, open it like a time capsule with much fanfare and flag waving. T**** will definitely order all copies and files destroyed.
