Low flying at night chasing a fast and maneuverable drone is exceedingly dangerous due to wires, towers and other obstacles. And that’s before you throw other aircraft into the mix. Air space management a is very complex issue and you can’t have aircraft just haring about.

that in NJ they did send a helicopter up but when it started to get close the drones shut off their lights and, of course, it being dark they lost them.

The rabbit can maneuver much more rapidly than the dog. It's easier for a small rabbit to change directions than it is for the dog, so, the rabbit can turn more tightly than the dog and make its escape.

Never mind that it's dark out there and the copter can only follow some lights on the drone. What if the drone turns off its lights. Copter can't see it at all any more.

Drone can fly right by a power pole very closely. Copter, well, can't. Boom!

Many reasons.

Helicopter maintains altitude and distance (bullets are faster than helicopters so stay as far away as possible) and tracks the suspect's heat signature. Same thing should work on a drone unless the things have advanced infrared stealth integrated to match background temperature from the observer's point of view
